Status of degree holders

(a) whether Government has any detailed report on the number of graduates, post graduates, and doctoral degree holders qualified through full-time regular studies, every year in the country, State-wise and University-wise;
(b) if so, the details thereof, during the last three years, year-wise, State-wise and university-wise;
(c) whether Government has adequate plans and projects to utilize the full human resources generated; and
(d) if so, the details thereof and the roles and responsibilities of Government to create jobs and opportunities to university educated youth in the country?

State-wise details for the year 200-10 and 2010-11 are at Annexure – I. State-wise data for the year 2011-12 and university-wise details have not been published. The data in respect of degree holders is not available.
(c) & (d) : Higher Education should not be linked to jobs alone; Higher Education is widely recognized as a public good since it produces a huge set of economic, social, cultural, demographic and political externalities. Education is an important investment from both social and individual points of view. Investment in Higher Education makes a vital contribution to accelerate the process and rate of economic growth, through increasing human productivity.Enrollment in Higher Educational Institutions is however a matter of choice for the students. The Government encourages enrollment through supply and demand side management of Higher Education.
Market forces, including the international economic scenario, and Government investment, determine the number of jobs which are available to the educated youth. The Government monitors the macroeconomic situation in the country, alongwith unemployment rates, and takes steps like increasing public expenditure, encouraging private investment in various sectors of economy and fast tracking various approvals for projects involving substantial investment etc. for creation of jobs. The University Grants Commission (UGC) is also implementing Carrier Oriented Courses Scheme to enhance employability of graduates. In order to link the world of work with the world of education, the Central Government has recently notified the National Skills Qualifications Framework.
