Aadhaar Card Linking: Points Aadhaar Card Holders Need To Know

March 31, 2018 is the last date to link Aadhaar card or the 12-digit Unique Identity Number with various government schemes and financial services. These range from PAN card, bank accounts and mobile SIMs to mutual fund investments and small savings schemes such as PPF (Public Provident Fund) and KVP (Kisan Vikas Patra). The Unique Identification Authority of India (UIDAI) – the issuer of the 12-digit Aadhaar number or Unique Identity Number (UID) as well as Aadhaar card – has in a communication dated January 14, 2018 sought to address some frequently asked questions (FAQs).

Here are some of the FAQs about Aadhaar which card holders need to know, according to UIDAI,

1. The UIDAI has all my data including biometrics, bank account, PAN etc. Will it be used to track my activities?

Absolutely false. UIDAI database has only the following information –

(a) Your name, address, DOB, gender, date of birth

(b) Ten finger prints, two IRIS scans, facial photograph

(c) Mobile number and email ID

Rest assured, UIDAI does not have your information about family, caste, religion, education, bank accounts, shares, mutual funds, financial and property details, health records etc and will never have these information in its database.

In fact, Section 32(3) of the Aadhaar Act 2016 specifically prohibits UIDAI from controlling, collecting, keeping or maintaining any information about the purpose of authentication either by itself or through any entity.

2. When I link my bank accounts, shares, mutual funds and mobile phones with Aadhaar, will the UIDAI not get this information?

Absolutely not. When you give Aadhaar number to your banks, mutual fund companies, mobile phone companies, they only send Aadhaar number, your biometrics (given at the time authentication) and your name etc to UIDAI for verification for your identity. They do not send your bank account or its details to UIDAI.

So far as UIDAI is concerned, it responds to such verification requests by replying either ‘Yes’ or ‘No’. In few cases, if the verification answer is ‘Yes’, your basic KYC details (name, address, photo etc.) available with UIDAI are sent to the service provider.

3. Why am I being asked to link all my bank accounts with Aadhaar?

For your own security, it is necessary to verify identity of all bank account holders and link them with Aadhaar to weed out the accounts being operated by fraudsters, money-launderers, criminals etc. When every bank account is verified and linked with Aadhaar and then If anyone fraudulently withdraws money from your account, through Aadhaar such fraudster can easily be located and punished.

Therefore, by linking your bank accounts with Aadhaar, your accounts becomes more secure and not the other way around.

4. Do NRIs need Aadhaar for banking, mobile, PAN and other services?

Aadhaar is only for residents of India. NRIs are not eligible to get Aadhaar. The respective service providers like banks and mobile companies have laid down NRI-specific exemptions. NRIs should simply tell the banks and other service providers such as credit card companies etc that they are not required to provide Aadhaar numbers by virtue of being non-resident Indians.

5. Why am I being asked to verify and link my mobile numbers with Aadhaar?

For your own security and security of our country, it is necessary to verify identity of all mobile subscribers and link them with Aadhaar to weed out mobile numbers being operated by fraudsters, money-launderers, criminals etc. It has been found that most criminals and terrorists get SIM cards issued in the name of fictitious and even real people without their knowledge and use them for committing frauds and crime. When every mobile number is verified and linked with Aadhaar, then fraudsters, criminals, and terrorists using mobiles can be easily identified and punished in accordance with law.

6. Can the mobile company store my biometrics taken at the time of SIM verification and use them for other purposes later?

No one, including mobile phone companies, can store or use your biometrics taken at the time of Aadhaar verification and linking. The biometrics are encrypted as soon as Aadhaar holder places his finger on fingerprint sensor and this encrypted data is sent to UIDAI for verification.

Regulation 17(1)(a) of the Aadhaar (Authentication) Regulations 2016, strictly prohibits any requesting entity which includes mobile phone companies, banks etc from storing, sharing or publishing the finger-prints for any reason whatsoever and neither shall it retain any copy of such fingerprints. Any violation of this provision is a punishable offence under the Aadhaar Act 2016.

7. Some agencies are not accepting e-Aadhaar. They insist on original Aadhaar. Why?

e-Aadhaar (downloaded Aadhaar) from UIDAI website is as legally valid as original Aadhaar issued by UIDAI . Both should be acceptable by all Agencies. In fact downloaded e-Aadhaar has updated address etc. of the Aadhaar holders and therefore should be preferable. If anyone refuses to accept downloaded e-Aadhaar, the Aadhaar holder may lodge complaints with higher authorities of those departments/agencies.

Employees who have not yet applied for their Aadhaar card were instructed to get them as soon as possible.

A senior Income Tax official has said, “The Aadhaar information of the employees and officials are gathered at the national information database. Links are provided from this centre to the various Central Government departments. The daily attendance register has now been added to this database. The employee has to register his/her attendance by getting the thumb scanned. This scanned thumb impression has to match with the one in the Aadhaar card. The new system has already been implemented at the Income Tax office and the postal department of New Delhi. It has now been introduced at the Income Tax office of Tamil Nadu and Pondicherry. Employees without the Aadhaar card have been asked to apply for one immediately.

Central Government employees meanwhile have expressed their objection to linking the daily attendance timecard with Aadhaar. Mr. Duraipandi, the General Secretary of the Employees’ Sammelan, said, “We have no objection to implementing a biometric attendance system. But, linking the Aadhaar card information with the attendance record is unnecessary and in violation of personal rights. Adding my personal information to my office attendance violates my right to privacy. The honourable Supreme Court, in its judgement, has clearly specified that Aadhaar details should not be used for personal reasons.”

Sub: Introduction of AADHAR enabled bio-metric attendance system.

The undersigned is directed to refer to Secretary, DEITY’s DO letter no. SSD/DeitY/BAS/2014-74 dated 23.12.2014 (copy enclosed), observing that in many offices there is a large difference between the number of registered employees and the number of employees marking their attendance in the Biometric attendance system (BAS). The Secretaries of all Ministries / Departments have been requested to issue directions to all employees to mark their attendance in BAS Portal on regular basis.

2. As per the Guidelines issued vide O.M. No.11013/9/2014-Estt.A-III dated 21.11.2014, it has been decided to use an AADHAR Enabled Bio-metric Attendance System (AEBAS) in all offices of the Central Government, including attached / sub ordinate offices, in India. All employees are, therefore, required to register themselves in the system and mark their attendance. Instructions already exist for dealing with cases of late attendance/ unauthorized absence, which may be followed.

3. It is requested that necessary directions may be issued to all employees to mark their attendance in BAS portal on regular basis.

Clearly in no mood to offer any let up in getting government officials to turn up for work in time, the Narendra Modi government is all set to install iris scanners alongside fingerprint reading machines in many central government offices just to ensure that no employee is left out of the purview of the Aadhaar Enabled Biometric Attendance System (AEBAS).

The move, government officials said, is essentially aimed at ensuring that no government employee escapes marking attendance on the AEBAS just in case some of the wall mounted bio-metric attendance terminals are unable to read their fingerprints. Officials said there had been a some isolated cases where a few of these machines had reported glitches in recognising fingerprints of registered employees.
Since the electronic attendance system has already been linked to Aadhaar, the fingerprints of employees are authenticated online by matching them with the biometrics stored in the UIDAI database against the employees’ Aadhaar number. “Since a scan of the iris is also a part of the biometric data captured by UID to generate the Aadhaar number, iris scans can also be used to mark attendance using the AEBAS,” an official explained.

Sources said that around 200 iris scanning devices are already under installation in around 100 government building in the national capital. “The installation of these scanners will further strengthen the AEBAS,” an official said. Over 87,000 government employees, from 395 organisations, have registered for the AEBAS so far. Close to 5,000 fingerprint reading devices — including biometric terminals and desktop devices — have been installed in central government offices.

Simultaneously, efforts are on to synchronise all the wall mounted bio-metric attendance terminals installed in government buildings in the capital to enable users the flexibility to mark their “out” attendance from a terminal that may not necessarily be installed in their own respective office buildings.

Now get Aadhaar number through EPFO

Retirement fund body EPFO has decided to become a registrar of the Unique Identification Authority of India to facilitate enrolment of its subscribers who don’t have Aadhaar numbers.

The Employees’ Provident Fund Organisation (EPFO) wants to seed over 4.2 crore portable Universal PF Account Numbers issued by it, with the Aadhaar number of subscribers.

EPFO wants of leverage its over 120 field offices for the seeding of Aadhaar numbers with UAN to facilitate the body in improving delivery of services to subscribers on real time basis which includes online settlement of PF claims.

In order to deliberate upon the strategy to seed more Aadhaar numbers in UAN database, a meeting was held between EPFO and UIDAI in the presence of UIDAI’s Director General & Mission Director Vijay S Madan and EPFO’s Central Provident Fund Commissioner K.K. Jalan.

“During the meeting, it was decided that EPFO should sign up as registrar to enrol EPF members, who do not have an Aadhaar number to facilitate the enrolment process for such members,” an office circular said.

It was noted during the meeting that under UAN programme, the seeding of Aadhaar number in the UAN database is very low.

At present for 4.2 crore UANs issued by EPFO, only around 42 lakh Aadhaar numbers of members have been uploaded and about 21 lakh Aadhaar numbers of members have been digitally verified by the employers.

It was also decided that till the process for EPFO to become Registrar and engagement of Enrolment agencies is completed, the field offices of UIDAI would facilitate setting up of enrolment camps at all the offices of EPFO coming under their jurisdiction immediately.

The availability of an enrolment camp at each of its field office would facilitate the EPF members to enrol conveniently at these camps, as per the circular.

EPFO has planned to launch a facility of submitting online application for settlement of PF withdrawal claims next month.

The facility, however, would be available to all those members whose PF account is seeded with Aadhaar number as biometric details would help to facilitate the big financial transactions.

MINUTES OF THE MEETING HELD ON 24TH NOVEMBER, 2014 ON AADHAAR BASED
AUTHENTICATION OF LIFE CERTIFICATE FOR PENSIONERS

Hon’ble Prime Minister launched an Aadhaar-based biometric verification system on 10th November, 2014 to enable pensioners to submit a digital Life Certificate digitally. This being an important step in realizing the vision of Digital India, the Prime Minister’s Office (PMO) has desired that the system is fully operationalised by the end of November 2014 and PMO to be informed of progress by 1st week of December, 2014.

2. Against this back drop, a meeting was held on 24th November, 2014 at 11:00 AM in the Conference Room, 5 th Floor, Sardar Patel Bhavan, New Delhi under the Chairmanship of Secretary (Pension, AR&PG).

3. List of participants is annexed.

4. At the outset, Secretary (Pension) emphasized the need for adhering to the target date desired by the Prime Minister Office. He suggested that a special drive may be launched to achieve the objective, particularly as a significant number of pensioners were in remote areas and hence the need to be sensitive to ground realities. A drive to ensure that all existing Central Government pensioners get the Aadhaar Number issued needed to be undertaken by UIDAI, particularly since some timelines for coverage of Aadhaar have been advised by the government.

5. Thereafter, a presentation on online submission of life certificate of a pensioner was made by the technical team of Department of Electronics & Information Technology (DeitY). The team informed that the application would be functional at all 40,000 Common Service Centres (CSCs), of which 115 are in Delhi. Representative of Punjab National Bank informed that 85% of Life Certificate had already been received by them in the existing mode, i.e. in paper form and therefore, 15% needed to be covered, which could be targeted through the Digital Life Certificate system. Secretary (Pension) emphasized that for Digital Life Certificate to succeed, it is necessary that machines at various CSCs and the branches of Banks are functioning properly and their speed is high.

6. Various aspects of implementation of this system were then discussed in the meeting and there was a unanimous agreement on the following:

(a) The drop-down menu of the application does not contain names of all pension disbursing banks and the banking treasuries. It was agreed that all banks have to be brought on board immediately and their names must be reflected in the drop down menu.
(Action: DeitY)

(b) Further, representative from DFS was to ensure all Banks are taken on board and are at the same level of implementation. In next meeting DFS may indicate the timeline by which all these banks/banking institutions listed in the drop down menu would be in a position to roll out the same simultaneously.

(c) It is seen that some fields to be filled in by the pensioner are in fact not mandatory. However, there is no indication of that in the menu. It was agreed that appropriate indicator distinctly showing mandatory and non-mandatory fields shall be put in place.

(d) It was seen from the presentation by NIC that there was no entry for pensioners of Department of Posts in the pull down menu. It was agreed that it shall also be included in the pull down menu. Besides, pensioners drawing pension from Post Offices and from Cash Counters, banking treasuries and DPDOs (Defence) had been left out. For these, necessary provisions needed to be made.

(e) DFS may ensure that all account numbers in the banks stand be converted into 16 digit numbers immediately, so as to facilitate easy conversion.

(f) On the issue of Remarriage Certificate it was decided that the current system of attestation by gazetted officer required by CGA needs to be looked into. It was agreed to introduce Self Certificate in view of recent measures taken by Government of India. In case there has been no remarriage, then existing software demonstrated by NIC appeared to be adequate. However, in respect of remarriage there needs to be drop down menu incorporated. NIC and CGA needed to quickly resolve the issue. A similar logic would apply to re-employment certificate.

(g) Duration of the One-time Password (OTP) should be appropriately increased and suitable instructions to be made available to pensioner that the OTP is for a limited period.

(h) In the presentation by NIC, there was an ambiguity in respect of the subtitle of the life certificate which needed to be changed, so that it does not appear that a hard copy of it is to be submitted to the bank by the pensioner.

(i) Department of Financial Services agreed to issue a circular to the banks stating that digital life certificate is not mandatory but is an additional option for the pensioner. The Department informed that it will hold a meeting quickly with banks regarding seeding of their data banks with Aadhaar Number. It was also agreed that the system at the bank end currently being developed by PNB, will take time to stabilize. IBA will then have to issue generic guidelines for all banks to implement the system. A tentative date schedule for this will be declared by DFS.

(k) It was agreed that adequate publicity be given throughout the country and particularly in the remote areas of the country. Thus, the advertisement prepared by DeitY shall be given due publicity by the Railways and the Banks, so as to reach the pensioner in the interiors of the country.

(n) All Departments/Banks shall report status of implementation of this system before the next meeting tentatively proposed to be held at 10.30 AM on 5 th December, 2014.

Huge relief for senior citizens who have to produce Life Certificates each year to continue receiving pension

The Prime Minister, Shri Narendra Modi, today launched “Jeevan Pramaan” – an “Aadhar-based Digital Life Certificate” for pensioners, in a move that could eventually benefit over a crore pensioners. The Prime Minister said that after the push towards self-certification, this digital life certificate was another enabling mechanism which would benefit the common man.

The proposed digital certification will do away with the requirement of a pensioner having to submit a physical Life Certificate in November each year, in order to ensure continuity of pension being credited into his account. The Department of Electronics and IT has developed a software application which will enable the recording of the pensioner’s Aadhar number and biometric details from his mobile device or computer, by plugging in a biometric reading device. Key details of the pensioner, including date, time, and biometric information will be uploaded to a central database on real-time basis, ultimately enabling the Pension Disbursing Agency to access a Digital Life Certificate. This will conclusively establish that the pensioner was alive at the time of authentication.

The earlier requirement entailed that a pensioner either personally presents himself before the Pension Disbursing Agency, or submits a Life Certificate issued by authorities specified by the Central Pension Accounting Office (CPAO).

At present, 50 lakh individuals draw pension from the Central Government alone. A similar number draw pension from State and Union Territory Governments. Several PSUs also provide pension benefits. Over 25 lakh retired personnel draw pension from the Armed Forces. The Aadhar-Based Digital Life Certificate will go a long way in reducing hardship which so many senior citizens have to go through to produce a Life Certificate every year.

The software application system will be made available to pensioners and other stakeholders on a large scale at no extra cost. It can be operated on a personal computer or a smartphone, along with an inexpensive biometric reading device. This facility will also be made available at Common Service Centres being operated under the National e-Governance Plan, for the benefit of pension   pib

Life Certificate for retired employees to be submitted in November every year.

Retired Central Government employees, pensioners and those drawing family pension will have to submit Life Certificates at the banks where they draw their pensions.

Until about a few years ago, pensioners had to go to their respective banks in order to withdraw their monthly pensions. Usually there would always be some clerical glitches or delays in distributing the pension funds causing immense hardship to the pensioners. In order to rectify this hurdle, the Government began distributing pension via ATM cards through their respective banks. Pensioners didn’t have to go to the banks anymore to collect their pensions. But, once every year, they are required to go to the banks in person, sign and withdraw the pensions.

From 2012 onwards, it has been made mandatory for pensioners to submit Life Certificates in revised format in the month of November. The banks have to be informed immediately if the pensioner dies. In order to avoid potential malpractices and cheatings, pensioners are asked to submit life certificates, in order to prove that they are alive.

Now, the Central Government has decided to introduce the life certificate to go with digital formation.

‘Jeevan Pramaan Scheme’ an Aadhaar card based digital life certificate for Central Govt Pensioners and family pensioners introduced by the Department of Electronics and Information.

The modern life certificate brings the details of the pensioner including biometric information. The complete data will be transfered to central database on real-time basis. According to the information received, pension disbursing agency to access digital life certificate. This will conclusively establish that the pensioner was alive at the time of authentication.

The software application system will be made available to pensioners and other stakeholders on a large scale at no extra cost. It can be operated on a personal computer or a smartphone, along with an inexpensive biometric reading device. This facility will also be made available at Common Service Centres being operated under the National e-Governance Plan, for the benefit of pensioners residing in remote and inaccessible areas.

Sub: Enrolment for Aadhaar Enabled Biometric Attendance System (AEBA)

Hon’ble MR has directed that all personnel of the Ministry of Railways, Rail Bhavan (including those located at Pragati Maidan) shall enroll on the Aadhaar Enabled Biometric Attendance System.

2. In this regard, the spadework for enrolment on the system has been completed by the C&IS directorate and the system is now ready to be used for user enrolment.

3. It is now required that all the personnel of Ministry of Railways working In the offices of Rail Bhawan and Pragati Maidan are to enroll themselves afresh directly on the website http://attendance.gov.in/regester/employee

4. For the said enrolment process, all the Section Officers are responsible for enrollment of staff, including MTS and others working under them and the officers of the level of Under Secretary/Deputy Directors and above may enrol themselves on the website on their own. After registration, all EDs shall forward a list of the personnel enrolled n their Directorate giving the information to C&IS through email as per annexure in a spreadsheet via email. Officers above the level of SAG may send their report directly through their PPS/Sr.PPS/PSO.

5. The detailed process for enrolment is enclosed which may be followed while enrolling. The said process of enrolment of all officers/staff under AEBAS should be completed latest by 18.10.2014 (Saturday).

Aadhar-based biometric attendance for central government employees by month-end

Aadhaar-based biometric attendance systems for central government employees will be fully operational by the end of this month.

"The biometric attendance system for central employees will be fully functional by the end of this month,"Information Technology Secretary Ram Sevak Sharma told PTI.

According to Sharma, the attendance of the employees can be tracked through a website, attendence.gov.in, which would be fully operational by the month-end.

The website is expected to bring more transparency as it would provide and update information about central government employees on real-time basis.

The attendance web portal will use the information entered in the biometric devices and will act as a centralised management information system (MIS) for attendance.

Under the new attendance system, the employees would be able to mark their attendance using biometric reading devices in various government offices.

It will facilitate employees mark their attendance at other central offices also which would help the government to track their movements.

According to the information available on the attendance web portal, as many as 163 central government organisations have registered themselves for the same.

At present, as many as 1,816 biometric attendance devices are operational in various central government offices. There are around 43,000 registered users (employees), out of which 18,262 are Aadhaar verified.

The Mobile Route to Link Aadhaar Number for Direct Benefits Transfer – LPG Subsidy

While there has been contradictory notifications on the requirement of Aadhaar card to obtain LPG subsidy in your bank account, LPG distributors all over have been mandating customers to complete the linkage. If you are one amongst those who believe linking Aadhaar number is fine/necessary you must read this.

Aadhaar linkage to obtain LPG subsidy through ‘Direct Benefits Transfer’ involves two steps (Aadhaar seeding) which needs to be done separately:

1.   Aadhaar number must be linked to your Consumer ID at the oil company’s end

2.   Aadhaar number must be linked to your bank account

While majority of Indian consumers had to visit their gas distributors multiple times as the linking was not done (mainly because of distributors/banks) on time or they were not able to obtain the status, there is a little publicized way of completing both the above steps online (web or SMS/USSD)

Aadhaar Seeding

This can be done online through the by sending SMS or through IVR.

 

For SMS you can choose to use the number 51969 or use company specific numbers.

Linking Aadhaar with Bank Account

Certain banks like Syndicate Bank, Canara Bank are allowing their customers to update theirAadhaar numbers online, either through internet banking or through dedicated webpage. Most of the major banks like SBI, ICICI etc. require customers to visit their branches with Aadhaar card copies and filled in application forms. However there is another user friendly way, i.e., USSD (currently on BSNL and MTNL only, majority of banks are allowing the service – NCPI List).

Dialing *99# allows you to update or check the status of Aadhaar linkage and also allows you to modify if a wrong number is linked to your account. This is how you can use the facility:

1.   Dial *99# from your mobile

2.   Type “2″ (Know your Aadhaar seeding status) and press “Send” button

3.   You will be asked to enter your 12 digit Aadhaar number. After entering, press “Send” button

4.   Then you will be asked to confirm it or modify it, press “1″ to confirm or “2″ to modify it and press “Send” button

5.   You will get response like this “Your Aadhaar number xxxxxxxxxxxx is linked with (Bank Name)”

Checking the Final Status

Only if both the above seeding processes are successful, you are good to receive the subsidy amount. Fortunately you can check the final status online:
