Subject: Model Recruitment Rules for the various Group ‘A’ and Group ‘B’ posts in Electronic Data Processing (EDP) Cadre -reg.
This refers to the Model RRs for the Group ‘A’ and Group B’ posts in Electronic Data Processing (EDP) Cadre issued by this Department vide OM dated 30th May, 2014.
2. It has been brought to the notice of this Department that the erstwhile Data Entry Operator Grade ‘D’ who have been designated as Data Entry Operator Grade ‘C’ with Grade Pay
of Rs. 4200/- in the Model RRs have been demanding grade pay of Rs. 4600/ which is the grade pay of erstwhile Data Entry Operator Grade `E, re-designated as Grade ID’ in the Model RRs.
3. It has been decided to re-designate posts indicated in the Model RRs dated 30.5.2014 to further align the designation of merged posts with revised pay as follows :
* Ministries/Departments may examine the need or otherwise for retaining the existing designations
Model Recruitment Rules. for incumbents of the post till they vacate the post while amending the Recruitment Rules as per the
4.The Model RRs have been issued to enable the Ministries/Departments to frame/amend the Recruitment Rules of various posts in EDP Cadre. The Ministries/Departments may take into account the revision of pay band and grade pay as per Revised Pay Rules, 2008. Any upgradation of pay band and grade pay other than replacement scale as per RP Rules, 2008 shall be decided in consultation with Department of Expenditure.
5. Ministries/Departments may take into account the above re-designation while reviewing the existing recruitment rules as per the Model RRs of EDP Cadre.

Subject:- Appointment of Postal Assistants/Sorting Assistants by direct recruitment. 

Sir/Madam,

I am directed to refer to this Directorate's letter of even No.60-9/2009-SPB-| dated 08.05.2012 on the above mentioned subject and to say that earlier, after the completion of pre-appointment formalities the candidates selected for appointment of PA/SA were required to undergo training in PTCs before they could be appointed. It often caused delay in making the offer of appointments because of non-availability of seats with the PTCs with the result that the selected candidates found opportunities elsewhere and ultimately a good percentage of them did not become available for appointment and thet vacancies remained unfilled. Therefore, in the above cited letter dated 08.05.20L2 there is no such condition that the candidates selected for appointment of PA/SA are required to undergo training in PTCs before they could be appointed. 

2.         In view of the above, the Circles should take immediate action to ensure that the pre-appointment formalities of the selected candidates are completed at the earliest. For that matter, the Circles should liaison with the concerned authorities in the States so that the pre-appointment formalities are completed at the earliest. lf need be, CPMsG may use their good offices to expedite the completion of formalities. 

3.         On completion of the pre-appointment formalities, the candidates may straightaway be issued offer of appointment by the Circles. This would motivate them to join as PA/SA immediately. Thereafter, when they join, they may be deputed for training as soon as the slots become available in the PTCs. Pending their training in PTCs, the Circles shall issue their posting orders and commence their in-house training chalking out course, as far as possible, based on the PTC syllabus depending on the resources available with them. The in house training that may be imparted to the candidates by the Circles shall in no way be treated as substitute for the formal training to be imparted by PTCs. Till they are trained by PTCs, they may not be detailed on sensitive seats nor deputed to man the counters and may be posted in back office etc. under effective supervision.

Union Government decided to fix two year tenure for IAS, IPS

The Union Government decided to amend the rules governing IAS, IPS and Indian Forest Service (IFoS) officers to assure them at least two years in a given posting on 30 January 2014. The rules were amended following the Supreme Courts direction to check the unnecessary political interference.

The highlights of the amended rules for IAS/IPS/IFoS cadre

•    Every state will now have to make appointments of cadre officers on the recommendation of a Civil Services Board constituted by it under chairmanship of the chief secretary.

The transfer of a cadre officer before the minimum specified tenure can be done only on the recommendation of the Board.
•    The competent authority may reject the recommendation of the board, but the reasons thereof must be recorded.
•    A cadre officer appointed to any cadre post shall hold the office for at least two years unless in the meantime, he/she is promoted, retired or sent on deputation outside the state or training exceeding two months. 
•    The fixed tenure may be specified by the state government in the case of cadre officer appointed to non-cadre posts.
•    The Board shall examine cases of premature transfers, consider for transfer before fixed tenure based on circumstances it thinks fit, and recommend to the competent authority names of officers for premature transfer with reasons to be recorded in writing.
•    The board can seek justification from the administrative department of the concerned state for premature transfers, obtain comments or views of the officer proposed to be transferred, and not recommend premature transfer unless satisfied with the reasons.
•    The board shall also submit a quarterly report to the Centre giving details of officers recommended to be transferred before the minimum tenure and the reasons thereof.

Earlier in a path-breaking judgement given by the Supreme Court on 31 October 2013, the SC had directed the Centre to ensure fixed tenure for bureaucrats. The landmark judgment meant to curb political interference in civil services was delivered by the Bench of Justice KS Radhakrishnan and Pinaki Chandra Ghose. Not more than 13 States had notified IAS (cadre) rules for stability of tenure, while 11 states were yet to do so. The states of Bihar, Maharashtra, Gujarat and West Bengal were disinclined to notify the rules, citing reasons like legal complications, existence of a similar law and already stable tenures

Postal Assistant- Circle and Regional Offices (PA CO/RO) Group ‘C’ Post Recruitment Rules, 2014


Department of Posts has changed the Recruitment Rules for selecting Postal Assistants in Circle and Regional Offices (PA CO/RO) and has been published in the official Gazette of India dated 27 January 2014. The new recruitment rule will be called Ministry of Communications and Information Technology, Department of Posts, Circle and Regional Offices, Postal Assistant, Group ‘C’ Post Recruitment Rules, 2014. It will replace the existing Department of Posts (Postal Assistant in Circle and Regional Offices) Recruitment Rules, 1996.


And the good news for Postal Assistant Aspirants is that this time the vacancies will be more in this cadre. During the last recruitment conducted by CMC limited for filling the vacancies of the year 2011 & 2012,recruitment for PA (CO/RO) were not called in any of the circles as the new recruitment rules were not cleared. So in the next recruitment vacancies have to be filled for the year 2011, 2012, 2013 & 2014.Recruitment can be expected very soon as the Recruitment rules are now out. Postal/Sorting Assistant (PA/SA) Recruitment (Amendment) Rules, 2014

Friends...  Happy News for all Postal/Sorting Assistant Aspirants. Department of Posts has amended the Postal Assistants and Sorting Assistants(PA/SA) (Group C non- Gazetted), Recruitment Rules, 2011.
Earlier to be eligible for applying to the post of PA/SA:
1) General Candidates had to secure at least 60% marks in their 10+2 exam
2) Other Backward Classes (OBC) candidates had to secure at least 55% marks in their 10+2 exam
3) Schedule Castes/ Scheduled Tribes (SC/ST) candidates had to secure at least 45% marks in their 10+2 exam

But as per the new amendment, a pass in 10+2 or 12th class will be sufficient to be eligible for applying for the post. The official extraordinary gazette in this regard has been published by Government of India on 27 January 2014.


The above amendment has also been made in respect of Postal Assistant in Savings Bank Control and Internal Check Organisations, (PA SBCO) Group C non-Gazetted posts Recruitment Rules, 2012 also.


Further new recruitment rules for Postal Assistants in Circle/Regional Offices - PA(CO/RO) have been published & will be known as Department of Posts, Circle and Regional Offices, Postal Assistant, Group ‘C’ Post Recruitment Rules, 2014. Click Here for details.


So with these amendments published we can expect PA/SA recruitment for filling the vacancies of the year 2013 & 2014 very soon. As per the Calendar of Exams published by DoP, recruitment for PA/SA is tentatively scheduled for March 2014.
