Letter to Secretary (Posts) to allot PS Gr.B officers to their parent circles

Subject : Promotion and postings in Postal Services Group ‘B’ cadre.

Respected Madam,
IP/ASP Association would like to bring to your kind notice that DPCs for promotion to the cadre of JTS Gr. A for the year 2013-14 and DPC for promotion to the cadre of PS Gr. B for the year 2014-15 has been declared last month with abnormal delay for the reasons best known to administration. Resultantly, the officers in the line of consideration have been discriminated financially denying for an option to join before 31-12-2014.
Furthermore, result of JTS DPC for 2013-14 has only been followed by Group ‘B’ DPC resulting in non inclusion of substantial vacancies vacated consequent upon promotion of Group ‘B’ officers to JTS in respective quota (75%) leaving great chunk of vacancies in Group B. Now, ASPs in the line of consideration are voicing against this discrimination that arises due to non insertion of resultant vacancies and wrong calculation thereof.
It is pertinent to mention here that had result of JTS DPC been declared first, many officers allotted outside their parent circle due to non-availability of vacancies in the circle at the time of issue of Group B memo would have been allotted to their parent Circle. Even vacancies arising on superannuation on 28-2-15 have not been kept in view while making allotment. I am quoting example of S/Shri R. N. Tavakari, ASP, Bangalore City RMS, Bangalore and H. L. Nataraj, ASP, Bangalore RMS, Bangalore promoted in above said DPC who can easily be adjusted in Karnataka if resultant six vacancies occur on two counts, aftermath of JTS DPC and secondly superannuation in PS Gr. B on 28-2-2015 are taken into consideration. The copies of representations dated 2-3-2015 received from above named officers are enclosed herewith for kind information and necessary action.
It is therefore earnestly requested to kindly look into the matter personally and issue directions to the respective Division of Directorate to convene early supplementary DPC to remove this inconsistency but before that arrange to accommodate the officers allotted to other circles keeping in view the fact that these circles have clear vacancies to accommodate as given in the example for Karnataka Circle.

Circle level pending issues
It has been brought to the notice of CHQ by few members that following issues related to IP/ASP cadre are pending at their circle and therefore there is need to take up them with appropriate authority to resolve the same.
It is therefore requested to each Circle Secretary to take up these issues with Regional/Circle administration through bi-monthly / four monthly meetings or through correspondence and in case of non settlement/non response, the same may be reported to CHQ.

8. Supply of good quality of furniture to headquarter of sub divisional heads
9. Replacement of batteries of laptops provided to IP/ASPs

Inter-Circle transfer of Inspector Posts under Rule 38 of P&T Manual Vol. IV.

Respected Sir,
Associations very much regret that we have not received any positive response to our letters in connection with above cited subject. The assurance given to Association about adjusting all IPs seeking under Rule 38 transfers to their parent circle has not been implemented in toto till this date, as one time measure against the possible vacancies as agreed upon in the meeting at Directorate level. Apparently our letters to Directorate are being ignored which are creating sense of discontentment amongst the members thereby jeopardizing the postal services.
It is noteworthy to mention that IPs who qualified in the competitive examination conducted by SSC have not been adjusted by few circles like surplus candidates. Shri Mrinal Kanti Bhandari, Inspector Posts, Paherkandi Sub Division, Karimganj (Assam) have already applied for Rule 38 transfer to West Bengal Circle where considerable vacant posts of Inspector Posts cadre are presently available, but WB and Assam circle administrations are not implementing the instructions issued by Directorate on the subject.
It is therefore once again requested your honour to kindly issue instructions to CPMsG Assam and West Bengal Circle to consider the request of above named official immediately against the available vacancies.

Shri Girish Ch. Sahu-Presently working at Chhatisgarh Circle. Odisha Circle had intimated to Chhatisgarh Circle that Shri Sahu can be accommodated. It is learnt that Chhatisgarh Circle is reluctant to relieve him and, therefore, his transfer under Rule-38 is not being approved by Chhatisgarh Circle.

Review results position of Inspector Posts Examination 2007 onwards. Many IP posts are vacant in circles.
|
Two IPs namely Shri Brajendra Hembram and Shri Nilamani Jani have been selected in review result of Inspector Posts Examination 2007 against two ST vacancies. They are also presently working in Odisha Circle as Inspector Posts.
