Digital Life Certificate for Pensioners; More Than One Crore Pensioners May be Benefitted by the Scheme
Under the ‘Digital India Mission’, Government has launched ‘Jeevan Pramaan – an Aadhaar based Digital Life Certificate’ for pensioners on 10.11.2014. This facility provides an option to the pensioners to submit their life certificate digitally by authenticating biometrically using UIDAI Database. The pension disbursing agencies integrated with the Jeevan Pramaan Portal will get access to digital life certificate. The pensioners need not go to the pension disbursing agency in person.
Aadhaar numbers is used for bio-metric authentication of pensioners. All pensioners having Aadhaar number may avail this facility. More than one crore pensioners may be benefitted by the scheme.
Government has taken a number of steps to bring awareness among the pensioners regarding the digital life certificate scheme such as publicity through leading newspapers, organization of camps for pensioners, regular meetings with pension disbursing agencies etc.
This was stated by Shri Jayant Sinha, Minister of State in Ministry of Finance in written reply to a question in the Lok Sabha today.

One Rank One Pension Scheme
The principle of One Rank One Pension for the Armed Forces has been accepted by the Government. The modalities for implementation have been discussed with various stakeholders and are presently under consideration of the Government. Financial implication could be calculated, once the modalities are finalized and approved by the Government.
Possible amendments to the pension policies are being examined with a view to reduce litigation for removing disparities in pension of various ex-servicemen.
This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Mullappally Ramachandran and others in Lok Sabha today.

Sub:- Revision of pension of pre-2006 pensioners – reg.
The orders for implementation of the decision taken by the Government on the recommendations of 6th CPC for revision for pension of past pensioners were issued vide Department of Pension & Pensioners’ Welfare’s OM dated 1.9.2008. The provisions of Para 4.2 of this OM were clarified vide this Department’s letter dated 3.10.2008.
2. The Hon’ble Central Administrative Tribunal, Principal Bench, New Delhi in its common order dated 1.11.2011 in four petitions [OA No.655/2010, 306/2010, 507/2010 and 3079/2009] directed that the past pensioners may be granted, w.e.f. 1.1.2006, a minimum pension with reference to the fitment table applicable for revision of pay of serving employees.
3. A large number of representations from pre-2006 pensioners are being received by the Department of Pension & Pensioners’ Welfare for extension of benefits similar to what had been allowed in case of OA NO.655/2010 by CAT, Principal Bench, New Delhi.
4. In this context, it is informed that four Writ Petitions were filed in the High Court of Delhi challenging the order dated 1.11.2011 of Hon’ble CAT in four OAs. These petitions were dismissed on 29.4.2013. Subsequently, four SLPs were filed in the Hon’ble Supreme Court over a period of time against the said order of the Hon’ble High Court. Of the four SLPs, the one pertaining to Central Government SAG (S-29) Pensioners’ Association which was first in the series of said SLPs, has since been dismissed by the Hon’ble Supreme Court on 29.7.2013. As the Reviewl Curative Petition against the said order dated 29.7.2013 also failed, the Government of India decided to comply with the order by extending the requisite benefits to the parties involved in the said SLP. As regards the other three SLPs (Nos.36148-50/2013), Hon’ble Supreme Court in its order dated 19.11.2013 issued notice and made the following observation:
“Learned Counsel for the respondent submits that during the pendency of these petitions the respondent-writ petitioners shall not precipitate the matter by filing contempt proceedings either before the High Court or before the Tribunal. That statement is recorded.”
5. Thus the issue of revision of pension of pre-2006 pensioners w.e.f. 1.1.2006 as covered under SLP Nos. 36148-50/2013 in the Apex Court which have been tagged with Civil Appeal No.8875-76/2011 filed by Ministry of Defence in a similar matter is subjudice.

The undersigned is directed to say that orders were issued vide this Ministry’s letter No 1(4)12007/D(Pen/Policy) dated 21.8.2009 amended vide letter No 1(4)/2007/ D(Pen!Policy) dated 9.2.2011 regarding revision of restored amount of commuted portion of pension as well as notional full pension with effect from 1.1.2006 in respect of Armed Forces Personnel absorbees who had drawn lump sum payment on absorption in Public Sector Undertakings/ Autonomous Bodies and have become entitled for restoration of 45% of pension in the case of PBOR and 43’% of pension in the case of Commissioned officers.
The undersigned is directed to say that orders were issued vide this Ministry’s letter No 1(4)12007/D(Pen/Policy) dated 21.8.2009 amended vide letter No 1(4)/2007/ D(Pen!Policy) dated 9.2.2011 regarding revision of restored amount of commuted portion of pension as well as notional full pension with effect from 1.1.2006 in respect of Armed Forces Personnel absorbees who had drawn lump sum payment on absorption in Public Sector Undertakings/ Autonomous Bodies and have become entitled for restoration of 45% of pension in the case of PBOR and 43’% of pension in the case of Commissioned officers.
2. In compliance of orders of Hon’ble
CAT, Hyderabad Bench order in CP No 26/2012 in OA 710/2010, Ministry of
Personnel, Public Grievances & Pensions, Deptt of Pension &
Pensioners’ Welfare vide their OM No 4130/2010-P&PW(D) dated 11th
July 2013 has issued order that restored pension of those Government
servant who had drawn lump- sum payment on absorption in Public Sector
Undertakings/ Autonomous Bodies and whose pension has been restored from
a date before 1.1.2006, the pre-revised restored pension (without DP)
shall be revised with effect from 1.1.2006 by multiplying the same by a
factor of 2.26, if the same is more beneficial than the amount of
revised restored pension in terms of 6th CPC orders. These instructions
have been issued as a special case and would not be taken into
consideration for revision of pension on the basis of recommendations of
next Pay Commission.
3. The undersigned has been directed to
say that the provisions of Ministry of Personnel, Public Grievances
& Pensions, Deptt of Pension & Pensioners’ Welfare OM No
4/30/2010-P&PW(D) dated 1 lth July 2013 shall apply mutatis –
mutandis to Armed Forces personnel absorbees.
4. The other terms and conditions
prescribed vide this Ministry’s above mentioned letter dated 21.8.2009
as amended, which are not affected by the provisions of this letter,
shall remain unchanged. Pension Sanctioning Authorities shall revise
restored portion of pension of absorbee pensioners’ suo moto, if found
beneficial, by issue of revised Pension Payment orders, where the
restored pension has already been revised in terms of this Ministry’s
above said letter dated 21.8.2009.
5. These orders issue with the concurrence of MoD (Finance/Pension) vide their ID No 31(08)/09/Fin/Pen dated 22.12.2014.

OROP has moved a step closer to its approval-IESM

Dear Members
Further to the information given in the report of rally held on 1 Feb 15. On 1 Feb 15 a delegation of 30 ESM including four veernaris met RM at Kotah house. RM had promised to take action on OROP latest by 17 Feb 15.
IESM has a good news for you. Your dream of OROP has moved a step closer to its approval.
As promised by RM to IESM delegation that he will personally monitor the progress on OROP. True to his promise he has chaired a meeting today of OROP action committee. The meeting was attended by CGDA,DESW, MOD and Army pay cell Maj Gen Aggarwal and Col Pruthi. Col Rathore also attended the meeting. It is confirmed that OROP file has finally reached MOD.
Following decisions have been taken in the meeting today 17 Feb 15. OROP will be as per approved definition.
In most of cases ESM will get fixed at highest of their rank pay band. OROP equalization will be done annually.
Some issues of Major’s pension are under discussion and will be sorted out soon.
RM gave special instructions to Gen Aggarwal to inform Gen Satbir singh about this development. Gen Aggarwal informed IESM asap he came out of the meeting. File is under final scrutiny and preparation and file will be dispatched to MOF on 23 Feb as RM is going to attend Annual Aero Show at Bangaluru from 17 to 22 Feb.
CGDA has already issued circular no 536 giving increase in pension of widows w.e.f. 24 Sep 12. This circular fixes the pension of widow at 60% of the pension of the ESM as given in circular 500. Widows will get this enhanced pension from 24 Sep 2012. They will further get arrears from 1 Jan 2006 as and when the MOD issues such instructions.
Dear Members hold your celebration till budget. We will finally come to know how much funds get allotted for OROP in this years budget and will raise a toast for OROP on that day.
IESM salutes sincerity of RM Sh Manohar Parrikar. He is a man of his words. He had promised action on OROP by 17 Feb and he has executed it.

The views expressed in your letter under reference are well taken. The JCM Scheme was introduced in 1966 with the provision of holding periodical meetings to resolve the grievances of Central Govt. employees. But the Scheme has been kept in suspension in animation for the last ordinary meeting of NC/JCM was held on. 15.5.20110. Standing Committee much less the Anomaly Committee is no substitution to ordinary meeting. Since beginning of the introduction of the Scheme the meeting of the Standing Committee of NC/JCM was used to be held one/two days earlier to the ordinary meeting to iron out the progress of the outstanding items of ordinary meeting and the same procedure continued for years together. Unfortunately, of late, this procedure has been given good by.
The removal of anomaly of CPCs are not only the issues. The grievances of Central Govt. employees are piling up, the Govt. has been taking unilateral decisions in detriment for the interest of the Central Govt. employees. There is no attempts on the part of the Govt. to discuss those issues by holding ordinary meeting of the NC/JCM, causing serious resentment and anger amongst Central Govt. employees.
Vide this office letter under reference we have submitted the issues which are of serious consequences in the service life of Central Govt. employees.You will appreciate that Staff Side NC/JCM can not remain a silent spectator when grievances are not resolved and the Govt. continue to take unilateral decisions in detriment to the interest of Central Govt. employees.However, meeting with Cabinet Secretary in Chair may be held to discuss the issues already submitted for arriving at a logical conclusion on the issues.

2. You will appreciate that the Government has set up the Joint Consultative Machinery with the objective of promoting harmonious relations and of securing the greatest measure of cooperation between with Government, in its capacity as employer and the general body of its employees in matters of common concern, and with the object, further of increasing the efficiency of the public service. Four meetings of the National Anomaly Committee and three meetings of the Joint Committee on MACP and Standing Committee meeting held on 7.05.2014 were also held in recent past to discuss the anomalies arising out of the implementation of the recommendations of the 6th Central Pay Commission.
3. In view of the above, you may like to take action, as deemed fit, to ensure that the true spirit of the JCM Scheme is maintained.

Achchey Din seems likely to dawn on the armed forces, or ex-personnel in particular. The government is giving final shape to their long standing demand of adopting One-Rank One-Pension (OROP).
Bureaucrats are currently burning midnight oil to pore over the fine print of at least four options to implement the OROP scheme. A source in government, aware of the developments, says a decision is expected soon and a large provision in the Budget, or soon after.
“We are very hopeful that the long overdue injustice to the armed forces will be reversed in this budget,” says Maj Gen Satbir Singh (Retd) who leads the IESM or Indian Ex-Servicemen Movement, which lobbied intensely for OROP since 2008. “Both UPA and NDA have agreed to our OROP so we see no reason that it will be held back now,” he says.
For 40 years the retirees, now numbering three million, have been bristling under what they perceive as “neglect and humiliation” by political parties and successive governments. Its extreme manifestation, from their perspective, was the denial of OROP. Lack of empirical data on the cost of this pension, plus political reluctance of the parties fuelled much of the denial and delay. The former military staff launched public agitations to make their case, often embarrassing the government.

Brief note on Interactive Awareness Programme on Pensioners’ Portal and SANKALP held at Pragna Bhawan, J.L Nehru Complex, Agartala (Tripura).
Around 250 pensioners participated in the Awareness Programme held in Agartala (Tripura) on 13th December, 2014. The meeting was chaired by Joint Secretary (Pension) and was attended amongst other by Secretary (Finance),Tripura.The pensioners were informed about the procedure for registration under SANKALP. The new initiative of the Govt. regarding recording of annual life certificate through the web based Jeevan Praman using Aadhar number was also explained to them through a presentation. A live demonstration of one such case was done.
The movie ‘Help at Your Finger Tips’ which is based on Pensioners’ Portal was screened for the benefit of Pensioners residing in Agartala. This was followed by a presentation by NIC on procedure to be followed for lodging of online grievances and its monitoring. A small presentation was also made by a representative of Department of AR&PG in the matter of registration of Public Grievances and its regular monitoring by that Department sitting at the comforts of their home. A presentation was also made on the new initiative ‘Sankalp’ – wherein the experience and expertise of the pensioners are proposed to be utilized in socially productive work.
Not only the pensioners present there were overwhelmed by the efforts being made by DoP&PW for the wellbeing of pensioners, Secretary (Finance) Govt. of Tripura was also impressed by the initiatives of the DoP&PW.In his short speech he mentioned that he has personally gone through the Pensioners’ Portal website and found the information available there quite useful and systematic. He also told the pensioners that the steps towards submission of annual life certificate using Aadhar number will ease the process of submission of life certificate. Under this initiative, the pensioners will be able to submit life certificate from the comfort of their home without visiting the pension disbursing Banks. He also mentioned that same could also be used by pensioners of Govt. of Tripura and other States.
During the open session the pensioners sought certain clarification on pension related matters. The session ended with a vote of thanks by Smt. Tripti P. Ghosh, Director and concluded with playing of National Anthem.

CORRIGENDUM
Subject:- Implementation of Government decision on the recommendations of the Committee on the issues related to Defence Services Personnel and Ex-Servicemen, 2012- Minimum guaranteed pension to pre-2006 Commissioned Officers pensioners/ family pensioners.
Sir,
Kindly refer to this Ministry’s letter No.1 (11)/20121D(Pen/Policy) dated 17.01.2013 issued in implementation of CSC-2012 recommendation relating to the captioned subject. Although enhanced rate of Ordinary Family Pension for the families of Commissioned Officers were duly taken care of in the table appended with the original letter dated 17.01.2013, this fact, however, could not be included in the body of the letter. Accordingly, following para may be inserted below para 3 of the letter No.1 (11)/2012/ D(Pen/Policy) dated 17.01.2013.
“Similarly, the minimum guaranteed enhanced rate of ordinary family pension in respect of pre-2006 Commissioned Officers/Army, Navy, Air Force, DSC & TA family pensioners shall not be less than 50% of the minimum of the fitment table for the rank in the revised pay band as indicated under fitment tables plus the grade pay corresponding to the pre- revised scale from which the pensioner had retired /discharged/invalided out / died including Military Service Pay. In case, where full revised pension is otherwise not authorised to a retired employee in terms of 6th CPC orders, the revised enhanced rate of Ordinary Family Pension shall be restricted to that amount,”
2. The provisions of this letter shall take effect from 24.9.2012.
3. This issues with the concurrence of the Finance Division of this Ministry vide their ID No. 10(11)/2012/FIN/PEN dated 15.10.2014.

Subject:- Implementation of Government decision on the recommendations of the Committee of Secretaries 2012 on the issues related to Defence Service Personnel and Ex- Servicemen – Enhancement of Ordinary Family Pension in respect of pre- 2006 JCO/OR family pensioners.
Sir,
Kindly refer to MoD letter No.1 (14)/2012/D(Pen/Policy) dated 17.01.2013 on the captioned subject, enclosing therewith tables indicating the rates of ordinary family pension.
2, The provision of enhanced rate of Ordinary Family Pension could not be reflected in the body of the main letter hence the following lines may be inserted below para 3 of the MoD letter No. 1 (14)/2012 /D(Pen/Policy) dated 17.01.2013:-
“Similarly, the minimum guaranteed enhanced rate of ordinary family pension in respect of family members of pre- 2006 JCO/ORs including honorary Commissioned Officers and Non-Combatants (Enrolled) of Army, Navy. Air Force, DSC & TA, shall be determined as 50% of the minimum of the fitment table for the rank in the revised pay band as indicated under fitment tables annexed with SAI/l/S/2008 as amended and equivalent instructions for Navy & Air Force, plus the grade pay corresponding to the pre-revised scale from which the pensioner had retired /discharged / invalided out/died including Military Service Pay and ‘X’ Group Pay, wherever applicable.”

(i) Columns in 5th horizontal row from above were not numbered properly. Hence, Column Numbers 1 to 32 from left to right may be marked therein. Further, in Col No.6 (for Hony. Naik, Gp-Z) & Col. No.9 (for TS Naik, Gp-Z) for Q.S. 20 years the existing figure 3628 may be read as 3500.
(ii) In Col.No.9 (for TS Naik, Gp-Z), the rate for Q.S. 24.5 years and above, is deleted. Similarly, in Col No.15 (for Hony. Hav, Gp-Z) rates for Q.S. of 26.5 years and above is deleted.
(iii) Following figures may be inserted in column 12 in respect of Naik Group Z for respective qualifying, service as mentioned against each in the table below:

Subject:- Implementation of Government decision on the recommendations of the Committee of Secretaries 2012 on the issues related to Defence Service Personnel and Ex-Servicemen – Improvement in Pension of JCO/OR retired / discharged / invalided out of service prior to 1.1.2006,
Sir,
While issuing this Ministry’s letter No. No.1(13)/2012/D(Pen/Policy) dated 17.1.2013 the rates of improved pension in respect of Honorary Commissioned Officers of DSC could not be included therein inadvertently. The same are provided as indicated below:-
(i) The rates of pension as indicated in Table No.6 (Army), attached with MoD letter No.1 (13)/2012-D(Pen/Policy), dated 17.1.2013 in respect of pre-1.1.2006 retirees JCO/OR granted honorary Commissioned Officer rank, are equally applicable to Honorary Commissioned Officers of DSC. Accordingly, the new Table No.11 (A) (DSC) has been added for Honorary Commissioned Officers of DSC as Annexure,
(ii) Revised rates of pension relating to NCs (E) as indicated in Table-I (Army), maybe applied in Table No,19 (Air Force) for NCs(E) TINDAL and HEAD TINDAL in place of existing rates,
(iii) In Columns 2,3, 4 and 5 of Table No.13 (Navy), for ranks Art-IV and Art III-I; for the period post 10.10.1997 read “group X” for “group ‘A,'”
2. The provisions of this letter shall take effect from 24.9.2012.
