Federation vide its letter dated 02/08/2014, addressed to the Secretary, Seventh Central Pay Commission had made following suggestions with regard to holding interaction meetings:-
a) Inter-action meetings may be fixed giving us reasonable advance intimation to enable us to reschedule our other programmes,
b) Meeting/hearing may be fixed department wise to facilitate us to meet the Pay Commission along with the representatives of the concerned department/category.
c) In the Railways, there are eight major departments with hundreds of categories. Eight different dates for explaining our case may kindly be considered.
d) Inter-action meetings may also be convened for explaining the case of miscellaneous and isolated categories in Railways.
e) Separate date and time be provided to facilitate the NFIR to explain uniqueness of railways as well unique nature of duties of railway employee in general.
Federation is yet to receive response from the Seventh Central Pay Commission.
In this connection, NFIR desires to mention that the 6th CPC had allotted a total time of 28 hours to us in different spells/different dates to explain the case of Railway employees belonging to various categories in different departments. Federation trusts that similar time slots would be provided to us by the 7th CPC as well.
NFIR, therefore, once again requests the Hon’ble Chairman Seventh Central Pay Commission to arrange to allot adequate time slots and convey to the Federation.

Government launches special deposit scheme ( Sukanya Samriddhi Account ) for Girl child



NEW DELHI: The government has notified 'Sukanya Samriddhi Account', a new small savings instrument for the girl child that could be operated by her after the age of 10. 


Finance Minister Arun Jaitley had announced the scheme in his budget speech in July. 


The account can be opened and operated by the natural or legal guardian of a girl child till she attains the age of 10, after which she can herself operate it but deposits in the account may be made by the guardian or any other person or authority. 

The account could be opened in a post office or a public sector bank. A depositor may open and operate only one account in the name of a girl child under these rules after furnishing birth certificate of the girl child along with other documents relating to identity and residence proof of the depositor. 

Natural or legal guardian of a girl child will be allowed to open accounts for two girl children only except if the depositor has twin girls as second birth or if the first birth itself results into three girl children. 

The government will notify interest rate on this scheme every year. The account may be opened with an initial deposit of Rs 1,000 and the reafter any amount in multiples of Rs 100 may be deposited, subject to the condition that a minimum ofRs 1,000 will be deposited in a financial year but the total money deposited in an account on a single occasion or on multiple occasions shall not exceed Rs 150,000 in a financial year. 

Deposits may be made till completion of 14 years from the date of opening of the account, the notification said. The account shall mature on completion of 21 years from the date of opening of the account or if the girl gets married before that. 

Withdrawals up to 50% will be allowed prior to maturity for high education and marriage

Annual Income Limit for Non-Creamy Layer

The current annual income limit of creamy layer in OBC reservation is Rs. 6 lakhs per annum with effect from 16.05.2013. The parameter/criteria fixed for revision of said annual income limit of creamy layer is Consumer Price Index.

At present, there is no proposal to hike the annual income limit of creamy layer in OBC reservation.

This information was given by the Minister of State for Social Justice and Empowerment, Shri Krishan Pal Gurjar in a written reply to a question in Rajya Sabha here today.

CAT case filed at Madras Bench i/c/w to grant GP of Rs.5400/- after completion of 4 years in GP of Rs. 4800/-.


All members are aware that Shri M. Mohanarangam, Ex-GS of All India Association of ASRM and IRM and now Superintendent, NSH, Varanashi has already filed OA in Hon’ble CAT Madras Bench in connection with to grant (MACP) financial up-gradation to applicant in the GP of Rs. 5400/- in PB-2 on non-functional basis, on completion of 4 years of regular service in the GP of Rs. 4800/- w.e.f. 1/9/2008, with all attendant benefits. 

The applicant ( Shri M. Mohanarangam) in his OA No. 1273/2013 stated that 6CPC introduced Modified Assured Career Progression Schemes (MACPs) and the commission recommended that a Gr. B officer in PB-2 with GP of Rs. 4800/- will get the GP of Rs. 5400/- after completing 4 years of regular service on non-functional basis. The recommendations of the 6CPC was accepted by the Government vide GOI, Ministry of Finance’s Resolution dated 29/8/2008.  

The applicant has further stated in his OA that when a Gr. B officer completes four years of regular service in the GP of Rs. 4800/- is eligible to get GP of Rs.5400/-. While so, the applicant is holding Gr. B gazette post (ASP cadre) and completed 4 years of regular service in the GP of Rs. 4800/- and he is now eligible for financial upgradation in the GP of Rs. 5400/- w.e.f.1/9/2012. The applicant while working as ASP (Gr. B) was granted financial upgradation in the GP of Rs. 4800/- in the pay band of Rs. 9300-34800 in PB-2 w.e.f. 1/9/2008.

Present status : Case is stands posted on 5/1/2015 for filling counter reply by Department. 

Central govt employees to file assets details by December 31: Govt

New Delhi: All central government employees have to file the details of their assets and liabilities along with that of their spouses and dependent children as mandated under the Lokpal Act by December 31, the Lok Sabha was informed on Wednesday (26/11/2014).

As per the rules notified under the Lokpal and Lokayuktas Act in July this year, every public servant who has filed declarations, information and annual returns of property under the provisions of the rules applicable to such public servants shall file the revised declarations as on August 1 to the competent authority on or before September 15.

The provision of the said rules has subsequently been amended by which the time limit for furnishing of such information or return by public servants has been extended till December 31, Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh said in a written reply.

The declarations under the Lokpal Act are in addition to similar ones filed by the employees under various services rules.

All Group A, B and C employees are supposed to file a declaration under the new rules. There are about 26 lakh employees in these three categories, as per latest government data.

The Personnel Ministry has also issued new forms for filing these returns which have fields for mentioning details of cash in hand, bank deposits, investment in bonds, debentures, shares and units in companies or mutual funds, insurance policies, provident fund, personal loans and advance given to any person or entity, among others.

The employees need to declare motor vehicles, aircraft, yachts or ships, gold and silver jewellery and bullion possessed by them, their spouses and dependent children.

India Post to shake Nationalised Banks and Indian Banking industry



The initiative of India Post to connect Post Offices through Core Banking Solution will shake the banking industry shortly.  Even though Post offices are doing Small saving activities as an agent of Ministry of Finance, they have the potential in terms of deposit backings, wide network across the country and strong employee support to shake the industry.

Post Office Savings Bank (POSB) which is called as Poor’s Bank has the major share of Deposits in India compared to any other banks.  Since India Post is a government Institution working without profit motive, getting the exact figures of deposits and number of account was difficult compared to full-fledged banks with corporate entity.  So till now the actual figure were unknown to everyone.

Now the scenario has been changed when Post Offices started getting migrated to Core Banking Solution.  When a Post Office gets migrated, the exact figures of number of accounts and total deposit amount will be generated.  Through this figures everyone can see the strength of Post Office Saving Bank in India.

India Post successfully migrated its first office to Core Banking in December 2013. Like any others big public sector and private sector banks, India Post is using Finacle, the leading Core Banking Solution from Infosys for their banking renovation.  Now India Post is near to reach its first milestone of 1000 CBS Post Offices in India and expecting this by December 2014. Till 27.11.2014 total of 961 Post offices have been migrated to CBS platform.

India Post is planning to include 25000 plus Post Offices in Core Banking network with in few years.  By this mission all the departmental Post Offices will come under this CBS category Post Offices.  Now itself all these offices are computerised and they are doing banking transactions using Sanchay Post software. Even if we take number as 25000, the figure is not at all a small one when compared to other big nationalised banks.

As per the Annual Report 2013-14 State Bank of India has only 16069 branches including 15869 domestic branches and 190 foreign branches. If we include the branches of Associate banks too, a count of about 5700 more branches will be added to this list.  Even after adding the associate banks to this list SBI have only 21769 branches across the world.  The second largest public sector bank is Punjab National Bank.  They are following far behind with only 6206 branches (6201 domestic branches and 5 foreign branches)

If we take the amount of deposit as criteria, India Post will again be the number one in the industry.  Only 961 Post Offices have been migrated to Core Banking till 27.11.2014, but the value of deposits in these migrated offices crossed Rs. 87204 Crores.  Total of 5.51 Crores account have been migrated to this new platform.   This is from only nearly 4% of total Post Offices to be migrated to Core Banking.  If we take the proportionate figure, deposits will surely cross 20 Lakh Cores rupees after migration of all computerised Post Offices.  State Bank of India have only deposit of rupees 13.94 Lakh Crores as per annual report 2013-14.  Number of branches and total deposit value of major nationalised banks are shown below for comparative analysis.

Commercial banks are attracting customers by giving value added services like ATM, Debit/Credit cards, Internet Banking, mobile banking, etc. Now most of the people are depending banks for such needs. In order to compete with commercial banks or for attracting new customers or giving more value to their account holders, India Post started various value added services like Internet Banking, ATM, etc. Now the ATM facility is introduced in limited areas but the Department of Post is planning to install 2800 ATMs by the end of 2015.

By the end of 2015 CBS network of India Post may be connected to other banking networks and thereby a Post Office customer can make use of all the facilities (except loans) now a commercial bank customer can enjoy.  If the value added services of India Post is a success, surely it will lose the customers of commercial banks. And in such circumstances people in the rural areas will not approach Banks, normally located in urban or semi-urban areas for transacting in SB accounts.  Now Savings Bank account in Post Office are not attractive only because of lack of availability of value added services like ATM, Debit cards, net banking,etc.  Now Department of Post is taking all efforts to fill this gap occurred in the past. 

Finally expecting that today’s technological renovation of India Post will surely shake Indian Banking industry in near future in various ways.  Let us wait and see.

FDI in Defence Sector

In May 2001, the Defence Industry sector, which was hitherto reserved for the public sector, was opened up to 100% for Indian private sector participation with FDI permissible up to 26%, both subject to licensing. Vide Press Note No.7 (2014 Series), Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce & Industry has raised the FDI limit in Defence Sector up to 49% through FIPB route and above 49% through Cabinet Committee on Security (CCS) on case-to-case basis, wherever it is likely to result in access to modern and state-of-the-art technology in the country. FDI limit of 49% is composite and includes all point of foreign investments i.e. Foreign Direct Investment (FDI), Foreign Institutional Investors (FII), Foreign Portfolio Investment (FPI), Non Resident Investments (NRIs), Foreign Venture Capital Investor (FVCI) and Qualified Foreign Investors (QFI).

FDI policy in the Defence Sector is applicable to Defence Industries, subject to Industrial Licensing under the Industries (Development and Regulation) Act, 1951. The list of defence products requiring industrial license has been notified vide Department of Industrial Policy & Promotion (DIPP) Press Note-3 (2014 Series) dated 26th June, 2014.

The Defence Production Policy, 2011 aims at achieving substantive self-reliance in the design, development and production of equipment / weapon systems / platforms required for defence in as early a time frame as possible; creating conditions conducive for the private industry to take an active role in this endeavour; enhancing potential of SMEs in indigenisation and broadening the defence R&D base of the country. The policy also highlights the need to build up a robust indigenous defence industrial base by pro-actively encouraging larger involvement of Indian private sector, design, development and manufacture of defence equipment.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri P Bhattacharya and Shri Husain Dalwai in Rajya Sabha today.

(a) whether there have been demands to include 104 castes from 13 States into the Central List of OBCs;

(b) if so, the details of castes that have been asked to be included, caste-wise and State-wise; and

(c) whether only Jats have been given the status of OBC leaving aside others; and if so, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF RAJYA SABHA STARRED QUESTION NO. *63 TO BE ANSWERED ON 27.11.2014

(a): Inclusion of 110 entries (by way of castes, their synonyms, sub castes etc.) in the Central List of Other Backward Classes (OBCs) has been done during the year 2014 for 20 States/Union Territories. Further, the inclusion of castes/communities in the Central List of OBCs is a continuous process. This Ministry notifies castes/communities in the Central List of OBCs for different States/Union Territories on consideration of the advice tendered from time to time by the National Commission for Backward Classes under Section 9(1) of the NCBC Act, 1993. Till date 2404 such entries (by way of castes, their synonyms, sub castes etc.) have been notified (Annexure-I) in the Central List of OBCs through 32 notifications.

(b): The State-wise details of 110 entries (castes, their synonyms, sub castes etc.) included in the Central List of OBCs in 2014 are attached as Annexure-II. Apart from these, the Ministry has received 7 advices from the NCBC and one advice from the Jammu and Kashmir State Backward Classes Commission (as per details at Annexure- III), which are under examination .

(c): No. As explained in (a) above, apart from the inclusion of Jat, 101 entries (castes, their synonyms, sub castes etc.) have been included in the Central List of OBCs during the year 2014.
