28th All India Postal Football Tournament 2014-15
28th All India Postal Football Tournament for the year 2014-15 held at Mapusa (Goa) from 16th to 20th February 2015.
Kerala circle won the championship by beating last year champion Karnataka Circle by 2-1. In Hard Line match, Odisha circle beat UP circle by 5-0.
Shri Bruno Coutinho, International Football player and Arjun Awardee gave away the prizes to the winners in the concluding ceremony held at Mapusa (Goa) on 20/2/2015. Bruno Coutinho is a football player from Goa, and winner of the Arjuna Award in 2001, a national Indian award for excellence in sport. Among his other achievements are representing India in the President's Cup in 1989 in Dhaka, heading the Indian Under-23 team for the 1991 pre-Olympics, for the SAF Games in 1995 and 1996 and the Asia Cup in Malaysia. Bruno Coutinho was the All India Football Federation player of the year when he played for Salgaocar Sports Club of Goa in the year 1996. Coutinho has also been a former Indian football captain. His much-watched career has spanned nearly a decade-and-half. He first played for India at a school tournament at Brunei in 1987. Joining the prominent Goan team Dempo SC in 1988, he moved to another prominent mining-linked Salgaocar team in 1987.

ELIGIBILITY CRITERIA : ECHS MEMBERSHIP
1. Refer Central Org ECHS letter No B/49701-PR/AG/ECHS dated 13 Nov 2014 (copy att).
2. ECHS membership is compulsory for all retirees post 01 Apr 2003. It is very important that units processing pension documents should be clear about eligibility criteria for becoming and ECHS member. It is clarified once again that it is mandatory to meet the following conditions to be eligible for ECHS membership:-
(a) Indl should have an Ex-serviceman status.
(b) Indl should be in receipt of Pension / Family Pension / Disability Pension.
3. Certain cases have come to notice, where non eligible members have been granted ECHS membership, while proceeding on per mature release (i.e w/o pension). Necessary directions be issued to all concerned to ensure only eligible ESMs are extended ECHS benefits.

2. A No of clarifications are being solicited at Central Org ECHS regarding eligibility criteria for ECHS membership in respect of dependents of ESM. The subject matter has been examined at this HQ and It is clarified that ECHS facilities are being extended to dependents of ECHS members, as applicable in CGHS, in accordance with Gol, MoD letter No 18(17)/2011/ US(WE) dated 31 Oct 2012(copy encl).

The award function will be held at Vigyan Bhawan, New Delhi on2nd February, 2015 on the occasion of MGNREGA Diwas. The awardees are advised to be present at the meeting at 9.00 AM on 1st February, 2015 (Sunday) at Krishi Bhawan, New Delhi and also to take part at the Rehearsal on the same day at Vigyan Bhawan. On 03.02.2015, the Awardees have to attend Dak Bhawan also. Kindly ensure that all the awardees will reach New Delhi on 31.01.2015 itself.
3. The concerned Circles should make arrangements for their travel to Delhi and back and bear the cost for the same including those in GDS category.
4. Delhi Circle will make arrangements for their boarding and lodging at Delhi (including food bills ), as well as pick up arrangement and drop to the place of accommodation from their point of arrival in Delhi. Delhi Circle will meet the above expenditure within the funds allotted for the purpose vide letter no. 01-04/2014-RB dated 16.07.2014.

(a): Inclusion of 110 entries (by way of castes, their synonyms, sub castes etc.) in the Central List of Other Backward Classes (OBCs) has been done during the year 2014 for 20 States/Union Territories. Further, the inclusion of castes/communities in the Central List of OBCs is a continuous process. This Ministry notifies castes/communities in the Central List of OBCs for different States/Union Territories on consideration of the advice tendered from time to time by the National Commission for Backward Classes under Section 9(1) of the NCBC Act, 1993. Till date 2404 such entries (by way of castes, their synonyms, sub castes etc.) have been notified (Annexure-I) in the Central List of OBCs through 32 notifications.
(b): The State-wise details of 110 entries (castes, their synonyms, sub castes etc.) included in the Central List of OBCs in 2014 are attached as Annexure-II. Apart from these, the Ministry has received 7 advices from the NCBC and one advice from the Jammu and Kashmir State Backward Classes Commission (as per details at Annexure- III), which are under examination .
(c): No. As explained in (a) above, apart from the inclusion of Jat, 101 entries (castes, their synonyms, sub castes etc.) have been included in the Central List of OBCs during the year 2014.
